Organization of American States (OAS) Scholarships
The OAS Academic Scholarships Program Undergraduate Studies offers assistance to students of the English Speaking Caribbean and Suriname. The scholarships are awarded to study at an institution participating in the OAS Consortium of Universities or Non Consortium Universities. OAS Academic Scholarships are awarded for full-time studies at any university in an OAS Member State, with the exception of the applicant’s sponsoring country.
Applicants are encouraged to seek admission at a university within the OAS Consortium of Universities. However, the applicant must:
- be enrolled in the program of study and be eligible to graduate within 2 academic years from the date of the award, or
- be accepted into the university for the last two years of an undergraduate degree (admission letter must state that the applicant will complete the program of studies within 2 academic years).

2018 Brazil Scholarships outstanding citizens of OAS Member States
The eighth consecutive edition of the Brazil Scholarship PAEC OAS-GCUB 2018 offers more than 500 scholarship opportunities to outstanding citizens of OAS Member States to pursue master’s or doctorate programs in Brazilian Universities. This Partnerships Program for Education and Training (PAEC) between the Organization of American States (OAS) and the Coimbra Group of Brazilian Universities (GCUB), with the support of the Brazilian Ministry of Foreign Affairs’ Division of Educational Topics and the Pan American Health Organization (PAHO / WHO) is open now and the deadline to apply is July 30, 2018. Mexico Scholarships for Master’s and Doctoral degrees in Science and Engineering
The Organization of American States (OAS), the Mexican National Science and Technology Council (CONACYT) and the Mexican Agency for International Development Cooperation (AMEXCID), with the support of the Pan American Health Organization (PAHO), under the OAS Partnership Program for Education and Training (PAEC), offer scholarships and one-time grants for graduate programs.
These scholarship opportunities are offered on-site in Mexico for citizens of the OAS Member States, with the exception of Mexico. Approximately 1 out of 6 scholarships are exclusively for students from Central America and the Caribbean.
The scholarships will cover graduate programs in engineering, science, and health. Over 200+ programs are offered in English. See the List of English Programs. To be eligible for a scholarship, applicants must have been accepted to an on-site graduate program at any of the Mexican institutions registered in the Programa Nacional de Posgrados de Calidad (PNPC). The Leo S. Rowe Pan American Fund
The Rowe Fund is an educational loan program of the Organization of American States (OAS) that helps citizens from Latin America and Caribbean OAS Member States finance their studies or research in accredited universities across the United States by awarding interest-free loans of up to US$15,000 dollars. Clara Lionel Foundation Global Scholarship Program
(not accepting applications in 2018)
Applicants to the Clara Lionel Foundation Global Scholarship Program must be:
- a citizen or native of Brazil, Barbados, Cuba, Haiti, Grenada, Guyana, or Jamaica.
- eligible to study in the United States and been accepted to an accredited four-year college or university located in the United States.
- a first time college student (with fewer than 12 college credits unless those credits were earned in high school) planning to enroll in full-time undergraduate study at an accredited four-year college or university in the United States for the entire 2017-2018 academic year.
If selected as a recipient, the student will receive an award of up to $50,000 USD. Awards do not cover full tuition expenses. Awards may be renewed for up to three additional years or until a bachelor’s degree is earned, whichever occurs first. Renewal is contingent upon satisfactory academic performance maintaining a cumulative grade point average of 2.5 on a 4.0 scale (or the equivalent) each semester. Details at
